
Many of the same concerns in evidence the previous year continued to unfold through 1916. The municipal government of Melbourne showed itself to be one of the central leaders of the civic war effort, including through appeals for funds, the display of recruiting posters, and the physical use of civic sites such as the Melbourne Town Hall for diverse patriotic events (as recruitment centres, as polling booths for the conscription plebiscite of October 1916, and for public meetings, including both pro- and anti-conscription groups). The council sent increasing numbers of staff to war and saw the return of some of those who had previously been fighting, but also recorded the losses of a number. The major streets of the city were routes for regular processions connected to the conflict, including patriotic marches by groups such as the Boy Scouts and the Kilties and returned soldiers, as well as the regular parades of massed battalions en route to war. In the midst of overwhelmingly patriotic professions in the documents of 1916, which saw the largest number of files relating to the war, occasional glimpses of anti-war sentiment can also be seen: for instance, the request of the United Peace and Free Speech Committee to demonstrate, or the refusals to allow council property to be used for meetings at which Adela Pankhurst (organiser for the Women's Peace Army) would speak.
